Netflix shares soar after Icahn reports 10 percent stake purchase

(Reuters) - Billionaire investor Carl Icahn bought 10 percent of Netflix Inc , presaging another bruising corporate battle and raising the possibility that the pioneering movie and TV-streaming company would get acquired.

Netflix shares rose 14 percent to close at $79.24 on Nasdaq after Icahn disclosed in a regulatory filing he purchased shares and call options in the company that boasts more than 30 million subscribers globally.

Icahn, known for shaking up management, said in an interview he felt Netflix was undervalued and would make "a great acquisition for a number of companies."

"I think there would be a bidding war if it was ever up for sale," Icahn said.

Netflix has been the subject of periodic acquisition speculation, with potential names tossed around from Microsoft Corp to Amazon.com Inc . Last Friday, shares jumped 13 percent after rumors of a potential Microsoft purchase, which the company and Netflix denied.

Netflix was a Wall Street darling with red-hot growth that boosted shares as high as $304 in July 2011. Many investors soured on the company after it imposed an unpopular price rise, faced new competition and increased spending on content and an international expansion.

Icahn said Netflix was in a "great position" to take advantage of consumers' shift to watching more video content through streaming to televisions and mobile devices.

"You're going to see a major change," he said. "I'm a movie buff, and I haven't been to the movies in six months. I watch everything on TV."

The dealmaker said he hoped to speak with Netflix Chief Executive Reed Hastings on Wednesday evening.

"I don't know that I have a lot of strategies as of yet" for ways to improve the company, Icahn said.

Icahn spent about $168.9 million to acquire 5.5 million Netflix shares and call options, according to his regulatory filing.

Less than 1 percent of his 10 percent stake was acquired through share purchases. The bulk of the investment was made in the form of call options set to expire in September 2014.

A Netflix spokesman had no comment on Icahn's share purchase.

Frank Biondi, an investor who joined with Icahn to lead a 2006 proxy fight for control of Time Warner Inc , said Icahn may be aiming to stir interest among other buyers.

"No one knows what Carl is up to," Biondi said. "Maybe he is putting it into play."

BLOCKBUSTER VIDEO

Icahn was once the largest shareholder in Blockbuster video, the movie rental chain that was forced into bankruptcy as customers shifted to renting movies from Netflix. Icahn gave up his board seat in 2010, the year Blockbuster filed for bankruptcy.

Another recent Icahn foray into the entertainment arena ended with him cashing out of film studio Lions Gate Entertainment just months before it released its blockbuster "Hunger Games" movie.

After a years-long battle for control, Icahn sold his 44 million shares for $7 apiece. The price was about equal to Icahn's cost of acquiring the shares, Lions Gate said when the transaction was announced in August 2011.

Icahn's history of takeover battles suggests he may try to take control of Netflix, Wedbush Securities analyst Michael Pachter said.

"This drama is going to play out for months because he's not going to sell his stake tomorrow," Pachter said.

Pachter and other Wall Street analysts questioned Icahn's assertion that another company will want to buy Netflix.

"Amazon is the only one that makes strategic sense, but they've already committed to building their own business," Pachter said. "I would challenge the Icahn premise that there's a variety of companies who this makes strategic sense for."

Raymond James analyst Aaron Kessler said he agreed with Icahn's stance that Netflix could be a strategic target for another company, but the "question always is, what's the valuation someone is willing to pay for them?"

Netflix is trying to build its U.S. customer base and use profits there to enter new markets overseas ahead of rivals. The international expansion is hitting the bottom line of the company, which projects a fourth-quarter loss due to start-up costs for its move into four Nordic countries.

At the same time, Netflix faces growing competition from online video players such as Amazon.com that are beefing up their movie and TV offerings, as well as from on-demand options from cable and satellite providers.

Earlier this month, Netflix cut its year-end forecast for new subscribers by 2 million, leading many Wall Street analysts to lower their share-price targets. Hastings said Netflix miscalculated how quickly it would grow in the young and fast-changing Internet TV market.

Sandy reopened a debate over government response to disasters. But FEMA and states know their roles pretty well by now ? compassion in a crisis is best directed locally, with FEMA as backup.

Sandy has been just the kind of ?October surprise? that can so often jumble a presidential contest in its final days. And no wonder. The superstorm cut an 800-mile-wide swath of wind, rain, and ocean surge across a quarter of the American population.

But while the storm?s effect at the ballot box remains to be seen, its timing has reopened a welcome question: What is the proper response of government and private groups in providing relief and aid in a large disaster?

The easy answer is, ?It?s still evolving.? After decades of experience, the United States is only beginning to have a workable mix of roles for federal, state, and local governments ? with a good share of responsibility left to private groups, from insurance companies to religious groups to charities like the Red Cross.

Much of the credit for this progress goes to the increasing professionalization of first responders, which allows them to work well across bureaucratic lines. The number of colleges that offer degrees in emergency management has tripled since 9/11.

So, too, do voters deserve credit for sending signals to elected leaders who fail to show enough compassion toward those hit by disaster. President George W. Bush, for example, was tarred for a slow federal response to hurricane Katrina. But many local and state leaders have also learned their political future hinges on an ability to reflect the will of voters to help those in dire need.

The mix of public-private roles is open for debate again as voters consider how President Obama and Mitt Romney, in both words and deeds, reacted to Sandy.

Each candidate?s leadership skills are not really part of the debate. During past crises, both men have shown themselves to be able and attentive administrators. Their differences lie in an emphasis on Washington?s role, which is led by the Federal Emergency Management Agency.

FEMA itself, after being reformed following Katrina, emphasizes that it serves as a backup for states and localities. The operating assumption is that local knowledge, local skills, and indeed local compassion are the best responses to a crisis.

Mr. Obama focused on this point in saying, ?My message to the governors as well as to the mayors is anything they need, we will be there.? The agency?s director, Craig Fugate, also placed his role in perspective during Sandy, saying, ?Residents need to listen to the direction of local officials.?

Yet too often state or local governments haven?t built up the resources to respond well to a tragedy, such as a tornado or flood. Their priorities have been elsewhere. So they often look for money and other assistance from Washington. Romney made that point in a GOP debate last year.

But FEMA?s role, as well as that of many federal agencies, lies mostly in a high level of expertise available at a national level, such as new types of emergency housing or new advances in communication. The agency?s funding, often a political football in Congress, should not be determined by what states are unwilling to do for themselves in responding to basic needs in a disaster.

FEMA can be only as successful as the states in which it is invited to operate. And the more it dominates a response, the less a state or its people work up compassionate resources for future crises.

During Sandy, governors and mayors were the most visible responders, as they should be. So far, they?ve mostly won praise. They best represent public empathy.

If there are really any big differences between Mr. Romney and Obama over FEMA?s role, they are being amplified by the election?s larger debate over government. Voters should decide on that in general. FEMA is doing just fine.

Romney campaign challenges criticism by automakers

(AP) ? Mitt Romney's presidential campaign is challenging criticism from U.S. automakers over campaign ads that claim General Motors and Chrysler are adding jobs in China at the expense of Ohio.

Romney spokeswoman Andrea Saul said Wednesday, quote: "Their comments don't refute anything in our ad." Romney ads on TV and radio repeat a version of a claim Romney made in a campaign speech last week: that Chrysler is moving Jeep production to China.

The ads are airing in Toledo, where the auto industry employs thousands.

On Tuesday, Chrysler CEO Sergio Marchionne emailed employees to restate that, quote, "Jeep production will not be moved from the United States to China." General Motors, mentioned in a Romney radio ad, released a statement calling the campaign "some parallel universe."

Multi-American : 'You can call it an illegal act': More readers on - KPCC

Earlier this week, KPCC's Public Insight Network asked members what term they use to decribe immigrants who are in the United States wihout permission: Illegal immigrant, undocumented immigrant, or "other."

The terminology of illegal immigration as it's applied to people?is a long-running one, especially in newsrooms, but it's received renewed attention lately after?former Washington Post journalist-turned-activist?Jose Antonio Vargas?recently challenged the New York Times and Associated Press to stop using "illegal." The news organizations have?responded in defense?and clarified why they use the term, along with others.

The Public Insight Network query asked?people not only what term they use and why, but what personal experiences inform their decision to call these immigrants illegal, undocumented, or none of the above. The responses were interesting, with several people explaining how their background influences their words.

A majority of those respondents chose "undocumented," and their responses were posted yesterday. But on this site, the reaction has been the opposite, with readers commenting that they prefer "illegal," a term that some consider too political charged, even a slur. Here, three readers explain* why they still use it:

A lot of people prefer calling a spade a spade. When you have so many people flaunting the law when you have to abide by it or you are in serious trouble; you just prefer calling something / someone what it is.

I being a legal immigrant from Asia, came to USA with my parents in 1983, maintained legal status (not an easy task in itself) and finally was able to "EARN" my Green Card this year in August. I attend public high school and graduated from Cal Poly Pomona. And I thank USA and CA for this education.

While I understand and appreciate the non-legal immigrants' contribution to this state and nation, and understand their desire and "right" to want to have a better life for their family, we cannot deny their presence here is putting a heavy burden on taxpayers. Even worse, there are those who would take advantage of the welfare system, and that's not right.*

USA really need to make it easier for those who want to come here easier, so they can come legally and contribute freely. Instead of falling prey to the smugglers, that's just a great pity.

Ford to close Belgian plant by end-2014

GENK, Belgium/MADRID (Reuters) - Ford Motor Co will close a Belgian factory employing 4,300 workers by the end of 2014, shifting production to Spain as the U.S. automaker tries to save money and stem European losses.

Europe's car market has slumped because the regional debt crisis has led to spending cuts and high unemployment, hurting consumer budgets.

Automakers are battling for survival, cutting production to match demand. This means factories, including the Ford plants in Genk and Valencia, have not been running at full capacity. Moving production to one place should allow Ford make savings.

Wage costs are also cheaper in Spain than in Belgium.

"The proposed restructuring of our European manufacturing operations is a fundamental part of our plan to strengthen Ford's business in Europe and to return to profitable growth," Ford Europe Chairman Stephen Odell said in a statement.

Ford management will also meet British unions on Thursday, a spokesman said. He declined to comment on media reports that Ford could also close its plant in Southampton where it makes its Transit van and employs just over 500 people.

The Genk plant makes the Mondeo mid-size car and Galaxy and S-MAX minivans, but the models are nearing the end of their life cycles. Ford said production of the next models would move to Valencia with the loss of 4,300 jobs by the end of 2014.

In turn, production of the C-MAX and Grand C-MAX compact multi-purpose vehicles could move from Valencia to Saarlouis, Germany, in 2014 under the proposed plan, it said.

Ford has about 6,000 workers in Spain, including 3,485 in Valencia. It did not say whether jobs would be created but any would be welcome in the region, one of Spain's most indebted with 26.3 unemployment.

Unions in Spain said no wage agreement was yet in place but analyst said overall hourly labor costs are as much as 75 percent higher in Belgium than in Spain. The regional government said no tax incentives had been offered in the deal.

ROUGH SCENES

Several hundred Ford workers gathered outside the gates of the plant, as local managers met staff representatives on Wednesday morning. They were angry and surprised by the news.

"It's incredible," said one of the workers, Peter Aerts. "Just last month I got an invitation to celebrate 25 years working here."

Union leader Luc Prenen said European-level managers did not attend the meeting, leaving local bosses to read a statement.

"After the announcement there were some rough scenes. There was some pushing and shoving but we managed to calm it down," said Prenen, the head of the ACV union.

"It was aimed at the management but they left quickly. It was also among each other as people were very angry and frustrated."

Belgium is no stranger to factory closures in the auto sector. General Motors shuttered its Opel Antwerp plant in 2010 and French carmaker Renault was slammed for its controversial decision to close its Vilvoorde plant on the outskirts of Brussels in 1997.

The shift to Spain also follows GM's May decision to produce the next generation of its Astra compact car in Britain, after workers agreed a pay deal, leaving its plant in Bochum, Germany in danger of closure.

Ford Europe managers, including Odell, were scheduled to meet Belgian Prime Minister Elio di Rupo and Employment Minister Monica De Coninck at 1 p.m. (1100 GMT), after a separate meeting with members of the government of the Dutch-speaking region of Flanders, where the plant is located.

Union leaders said they would boycott a meeting with Ford Europe executives scheduled for 3 p.m. (1300 GMT) in Brussels as European executives had not made the announcement in person.

"(The closure) came as a surprise and is depressing news for 10,000 people employed directly and indirectly. It's an unbelievable blow for the province of Limburg and for Belgium. It's a black day," Rohnny Champagne, provincial chairman of the ABVV-Metaal union, told Reuters by telephone.

In September, European new car registrations shrank at the fastest pace in the past 12 months, leaving nearly all major brands nursing double-digit declines.

French carmaker PSA Peugeot Citroen, which in July announced plans to cut 8,000 more jobs and close a plant near Paris, said on Wednesday third-quarter sales fell 3.9 percent.

The Genk plant, which opened in 1964, has operated on a four-day week for much of 2012, unions say, with only 15 more production days planned this year, none of them in December.

In a recent research note, New York-based UBS analyst Colin Langan predicted that Ford would move to close a major plant in Europe, where its factories are running at 52 percent of maximum output on average this year, with Genk the likely candidate.

Closing the factory would cost an estimated $1.1 billion and generate annual savings of $730 million, Langan added.

Ford's announcement last month that it would produce the new Mondeo in Genk from next year briefly raised hopes for the plant's future, although sources later warned that the tentative start date was not a reprieve and Ford was prepared to assemble the model elsewhere.

Ford, which will present third-quarter results on October 30, doubled its European loss forecast for 2012 to $1 billion in July and said action was needed to "decrease our production to match real demand".

New genes for adult BMI levels: Versatile gene discovery chip used to detect gene variants involved in biology of obesity

ScienceDaily (Oct. 25, 2012) ? A large international study has identified three new gene variants associated with body mass index (BMI) levels in adults. The scientific consortium, numbering approximately 200 researchers, performed a meta-analysis of 46 studies, covering gene data from nearly 109,000 adults, spanning four ethnic groups.

In discovering intriguing links to lipid-related diseases, type 2 diabetes and other disorders, the IBC 50K SNP Array BMI Consortium's study may provide fundamental insights into the biology of adult obesity. Scientists from the Center for Applied Genomics at The Children's Hospital of Philadelphia led the study, using the CardioChip, a gene array containing probes for some 50,000 genetic variants across 2,100 genes relevant to cardiovascular and metabolic functions.

The study appeared online Sept. 21 in Human Molecular Genetics.

"BMI is a widely used measure of obesity, which affects one third of U.S. adults, and approximately half a billion people worldwide," said first author Yiran Guo, Ph.D., of Children's Hospital, who led the meta-analysis. "Previous studies have shown that genetics plays an important role in obesity, and this study expands our knowledge of BMI genetics."

The researchers first analyzed a dataset of approximately 51,000 individuals of European ancestry (EA) to discover initial gene signals, and then performed replication studies in another 27,000 EA subjects, as well as 14,500 additional EA individuals. Further analyses of data from approximately 12,300 African Americans, 2,600 Hispanics and 1,100 East Asians strengthened the team's findings.

The researchers uncovered three novel signals, from the genes TOMM40-APOE-APOC1, SREBF2 and NTRK2) that were significantly associated with BMI in adults. All had previously been linked to other important disorders. The APOE locus is well known to be involved in blood lipid regulation and circulation, and plays an important role in Alzheimer's disease. The SREBF2 gene is in the same family as SREBF1, linked to type 2 diabetes in another CardioChip study. Finally, NTRK2 codes for a receptor of the BDNF protein, which is known to be related to BMI and is associated with the eating disorder anorexia.

Anorexia is a special interest of Guo, who holds a Davis Foundation Postdoctoral Fellowship in Eating Disorders. Guo added that the large dataset from the previous studies allowed the researchers "to enhance our understanding of BMI genetics, as well as the interplay between genetic variants and metabolic disorders such as obesity, type 2 diabetes and lipid-related conditions."

Guo also noted that the team was able to test for conditional associations within genes -- independent signals from within the same gene locus. In particular, the researchers discovered that two genes, BDNF and MC4R, each harbor two independent signals for BMI. Both genes were among eight genes previously associated with BMI that the current study was able to replicate, including FTO, SH2B1 and COL4A3BP-HMGCR.

Guo concluded that "while the individual effects of each gene may be small, they may provide fundamental clues to the biology of adult obesity." He added that further studies will investigate gene-gene interactions for the same trait.

The Center for Applied Genomics at The Children's Hospital of Philadelphia was the analysis coordinating site of this study. Three of the Center's scientists were senior investigators of the study: Struan F. A. Grant, Ph.D.; Brendan J. Keating, Ph.D.; and Hakon Hakonarson, M.D., Ph.D. All are on the faculty of the Perelman School of Medicine at the University of Pennsylvania.

The National Heart, Lung and Blood Institute, part of the National Institutes of Health, supported this study.

WHY IT MATTERS: Civil Rights

The issue:

What, exactly, is discrimination, and what should be done to fight it? This election offers choices on the answers.

In areas such as mortgages, voter identification and immigration enforcement, the presidential candidates differ over how to use laws that guarantee equality and how far the Justice Department's civil rights division, which exerts strong influence on issues of race and ethnicity, should go to ensure all Americans are treated fairly. The election also will shape the Justice Department's actions in continuing court cases that challenge voter ID laws in some Republican-led states. Opponents contend such laws unfairly discourage minority voting.

Where they stand:

Under President Barack Obama and his attorney general, Eric Holder, the civil rights division has aggressively prosecuted cases where statistics show that blacks and Hispanics are hit harder than whites. These cases include accusations that banks used discriminatory lending practices and that states passed voter identification laws that would keep a disproportionate percentage of minorities from voting.

Republican Mitt Romney agrees with very little that Holder has done. He supports voter ID laws, saying they prevent fraud and don't discriminate. Under recent Republican presidents, the Justice Department has limited its enforcement to cases with evidence of intentional discrimination ? not where statistics show that minorities were broadly disadvantaged by a particular practice.

Why it matters:

The philosophy of the current civil rights division is that race and ethnicity still have a major impact on American opportunity and that statistics can prove discrimination. Romney has not made his beliefs clear, but conservatives generally believe that race matters far less than individual responsibility and that discrimination is proved by actions ? not numbers.

Under Holder, the Justice Department has used lawsuits to hold banks' feet to the fire on how they lend money to Hispanics and black people. For example, it obtained a $335 million settlement in a lawsuit that accused Countrywide Financial Corp. of charging more than 200,000 qualified Hispanic and black borrowers higher rates than white borrowers with similar credit profiles. And a settlement with Wells Fargo Bank provides $125 million for borrowers who were allegedly steered into subprime mortgages or who allegedly paid higher fees and rates than white borrowers.

On the flip side, Holder's Justice Department has been accused by two former civil rights division lawyers of going too far in the other direction by refusing to prosecute minorities when they discriminate against others. They point to the decision by the Justice Department shortly after Obama's election to seek a narrower civil injunction than the Bush administration had against the tiny New Black Panther Party, which was accused of intimidating white voters at one Philadelphia precinct in 2008.

In any event, a more conservative Justice Department could set a higher bar for action against discrimination ? it would be unlikely to sue without evidence of intentional bias, instead of statistical disparities.

A Romney administration also would be likely to view measures such as Arizona's tough immigration law more sympathetically. The Supreme Court struck down major parts of the law but upheld the provision requiring police, while enforcing other laws, to question the immigration status of those suspected of being in the country illegally.

Critics say that will lead to racial profiling of Hispanics, a point that resonates with Obama. "No American should ever live under a cloud of suspicion just because of what they look like," he said. Romney saw the ruling differently: "Given the failure of the immigration policy of this country, I would have preferred to see the Supreme Court give more latitude to the states."

Woman lied about burns, actually set herself on fire, police say ...

Forensic evidence indicates that a 20-year-old Winnsboro woman suffering from extensive burns set herself on fire, then invented a story about being doused in flammable liquid by three men who she said also wrote the initials KKK and a racial slur on her car, State Police said Tuesday. On Sunday at 8 p.m., Sharmeka Moffitt called 911 from a walking trail in Winnsboro and told authorities she had been doused in flammable liquid by three men wearing white hoodies.

She suffered extensive burns on more than half her body and was taken to LSU Health Sciences Center in Shreveport for treatment. After two days of investigating the case, authorities said Tuesday that the forensic evidence indicates Moffitt set herself on fire.

"The evidence does not support the statement that she was attacked by three males," said Louisiana State Police spokeswoman Lt. Julie Lewis.

Lewis said Moffitt's fingerprints were found on a lighter and lighter fluid recovered from the scene. Investigators also believe Moffitt used toothpaste to draw the KKK initials and racial slur on her vehicle. DNA evidence also points to Moffitt, she said.

Investigators have not been able to interview Moffitt because she remains in critical condition. Without speaking to her, it remains unclear why she might have set herself on fire, Lewis said.

Police are handing the case over to the Franklin Parish district attorney's office, which will decide whether to file charges against Moffitt, she said.

"I feel a hurt for the victim," Winnsboro Police Chief Lester Thomas told a news conference Tuesday.

"Nobody knows, it could be you, it could be me, it could be one of our family members struggling like this," said Franklin Parish Sheriff Kevin Cobb.

Several law enforcement agencies, including the FBI, began looking into the alleged attack as a possible hate crime.

Summer babies less likely to be CEOs

ScienceDaily (Oct. 23, 2012) ? Sauder School of Business researchers at the University of British Columbia have found that a person's date of birth can affect their climb up the corporate ladder.

The Sauder study shows that only 6.13 per cent of an S&P 500 CEO sample was born in June and only 5.87 per cent of the sample was born in July. By comparison, people born in March and April represented 12.53 per cent and 10.67 per cent of the sample of CEOs.

"Our findings indicate that summer babies underperform in the ranks of CEOs as a result of the 'birth-date effect,' a phenomenon resulting from the way children are grouped by age in school," says Sauder Finance Prof. Maurice Levi, co-author of the study to appear in the December issue of the journal Economics Letters.

In the United States, cut-off dates for school admission fall between September and January. The researchers determined that those CEOs in the sample born between June and July were the youngest in their class during school, and those in March and April were the oldest. This takes into account children born in months close to the cut offs who were held back or accelerated.

"Older children within the same grade tend to do better than the youngest, who are less intellectually developed," explains Levi. "Early success is often rewarded with leadership roles and enriched learning opportunities, leading to future advantages that are magnified throughout life."

Levi and his co-authors, former Sauder PhD students Qianqian Du and Huasheng Gao, investigated the birth-date effect in a sample of 375 CEOs from S&P 500 companies between 1992 and 2009.

"Our study adds to the growing evidence that the way our education system groups students by age impacts their lifelong success," says Prof. Levi. "We could be excluding some of the business world's best talent simply by enrolling them in school too early."

Parenting and temperament in childhood predict later political ideology

ScienceDaily (Oct. 22, 2012) ? Political mindsets are the product of an individual's upbringing, life experiences, and environment. But are there specific experiences that lead a person to choose one political ideology over another?

New research from psychological scientist R. Chris Fraley of the University of Illinois at Urbana-Champaign and colleagues suggest that parenting practices and childhood temperament may play an influential role. Their study is published online in Psychological Science, a journal of the Association for Psychological Science.

Existing research suggests that individuals whose parents espoused authoritarian attitudes toward parenting (e.g., valuing obedience to authority) are more likely to endorse conservative values as adults. And theory from political psychology on motivated social cognition suggests that children who have fearful temperaments may be more likely to hold conservative ideologies as adults. Unfortunately, almost all of the existing research looking at these two factors suffers from significant methodological shortcomings. Specifically, the majority of this research has been retrospective -- relying on adult's recollections of their early temperaments and their early caregiving experiences.

To better understand the developmental antecedents of political ideology, Fraley and his colleagues examined data from 708 children who originally participated in the National Institute on Child Health and Human Development's (NICHD) Study of Early Child Care and Youth Development (SECCYD).

When the children in the study were one month old, their parents answered questions from the Parental Modernity Inventory. Fraley and colleagues used their responses to determine the degree to which the parents demonstrated authoritarian (e.g., "Children should always obey their parents") and egalitarian parenting attitudes (e.g., "Children should be allowed to disagree with their parents").

The dataset also included mothers' assessments of their children's temperaments when they were 4.5 years old, using questions from the Children's Behavior Questionnaire. From these assessments, the researchers identified five temperament factors: restlessness-activity, shyness, attentional focusing, passivity, and fear.

Consistent with theory from political psychology, Fraley and colleagues found that children with authoritarian parents were more likely to have conservative attitudes at age 18, even after accounting for their gender, ethnic background, cognitive functioning, and socioeconomic status. Children who had parents with egalitarian parenting attitudes, on the other hand, were more likely to hold liberal attitudes as young adults.

In terms of temperament, children with higher levels of fearfulness at 54 months were more likely to be conservative at age 18, while children with higher levels of activity or restlessness and higher levels of attentional focusing were more likely to espouse liberal values at that age.

The researchers argue that their work has wide-ranging implications for understanding the variation in political orientation. According to Fraley, "One of the significant challenges in psychological science is understanding the multiple pathways underlying personality development. Our research suggests that variation in how people feel about diverse topics, ranging from abortion, military spending, and the death penalty, can be traced to both temperamental differences that are observable as early as 54 months of age, as well as variation in the attitudes people's parents have about child rearing and discipline." They believe that an important direction for future research will be to delve deeper into exploring the underlying mechanisms -- including shared genetic variation and parent-child conflict -- that might link parenting attitudes and temperament to later political ideology.

"We hope that this work will help enrich theory at the interface of political and personality science but also underscore the value of studying these issues from a developmental perspective," the authors write.

The study was co-authored by Brian Griffin of the University of Illinois at Urbana-Champaign; Jay Belsky of the University of California, Davis, King Abdulaziz University, and Birkbeck, University of London; and Glenn Roisman at the University of Illinois at Urbana-Champaign.

One Pibble's Wish: Germs: Your pillow = Your toilet seat

I just read this piece in The Smithsonian. Naturally, I'll never sleep in my bed again, but it made me think of people who don't like dogs or cats on their beds. "They're filthy animals!" Well, read this article and even sleeping without animals on your bed will lead you to leaning in a corner vs. lying in your bed for your next nap.

I, like many of my animal-loving friends, let my dogs sleep on my bed. Not only do they sleep on my bed, they're often under the cover. Or on the pillow. And, it's not unusual for there to be no room for me... They take up all the space: I'm sure it's scientifically proven that dogs will expand to the area given. Like water freezing in a bottle.
When I was a kid, the dogs weren't allowed on beds or any other furniture. Actually, I was lucky to have a dog! My mother was a clean freak who never had pets in her life and you could eat off of her floor. This is a true statement.

Thankfully, she was tempered by my father who was a huge animal lover and grew up with all sorts of pets, from dogs to goats to horses. As a matter of fact, my parents had horses when they first got married, and my father even competed in shows. (I'm so sorry I wasn't around then - I love horses. They're just big dogs to me, and yeah, they probably would sleep on my bed if I could pull it off!)

But I digress.

As a kid, I would yearn to have my Heidi on the bed with me! Such a wonderful girl, so loving, so loyal, so undeserving of the floor...

But that was how it had to be. Dogs weren't to be on the bed, sofa, chairs, anywhere but On. The. Floor. Which is a good thing, actually; if you have a dominant dog, they should never be perched on anything. However, Heidi was not dominant! She was my pal! My sweet, loving rescue I got at the age of nine! The floor?! Really, mom??
So the question to all of you is: Do your dogs, cats, ferrets, pot bellied pigs, whatever sleep on your bed? Or on that cold, hard floor...?
There's a dog hidden in here somewhere!

When asked about the outlook for the future, MCI survey respondent Harry Kaplun, president, Frost Equipment Leasing and Finance, said, ?Near term, results will continue to be strong. In the longer term, significant variables like accounting rules, depreciation rates and cost of funds will change the landscape.?

October 2012 Survey Results:

?When asked to assess their business conditions over the next four months, 8.6% of executives responding said they believe business conditions will improve over the next four months, relatively unchanged from 8.8% in September. 74.3% of respondents believe business conditions will remain the same over the next four months, up from 73.5% in September. 17.1% believe business conditions will worsen, down from 17.6% the previous month.

?20% of survey respondents believe demand for leases and loans to fund capital expenditures (capex) will increase over the next four months, an increase from 11.8% in September. 57.1% believe demand will ?remain the same? during the same four-month time period, down from 76.5% the previous month. 22.9% believe demand will decline, up from 11.8% in September.

?20% of executives expect more access to capital to fund equipment acquisitions over the next four months, up from 14.7% in September. 80% of survey respondents indicate they expect the ?same? access to capital to fund business, a decrease from 85.3% the previous month. NBC/WSJ poll: 2012 Presidential contest now tied

NBC's David Gregory makes sense of new polls showing conflicting leads in the 2012 presidential race.

Heading into Monday's final debate and with just over two weeks until Election Day, President Barack Obama and Republican nominee Mitt Romney are now tied nationally, according the latest NBC News/Wall Street Journal poll.

Obama and Romney both get 47 percent among likely voters in the latest edition of the poll, conducted entirely in the aftermath of the second presidential debate last Monday. In the last national NBC/WSJ poll, which was conducted before debate season began, the president held a narrow, three-point lead over his GOP challenger, 49 percent to 46 percent.

But among the wider pool of all registered voters in this new survey, Obama is ahead of Romney by five points, 49 percent to 44 percent.

Looking at some of the most important demographic groups, Romney leads among men (53 percent to 43 percent), Obama is up with women (51 percent to 43 percent) and they are essentially tied among voters in the Midwest.

The full poll ? which was conducted Oct. 17-20 among 1,000 registered voters and 816 likely voters ? will be released at 6:30 pm ET tonight.

The margin of error is plus-minus 3.1 percentage points for the sample of registered voters and plus-minus 3.43 percentage points for the sample of likely voters.?

Weight Loss Does Not Lower Heart Disease Risk From Type 2 ...

Intervention stopped early in NIH-funded study of weight loss in overweight and obese adults with type 2 diabetes after finding no harm, but no cardiovascular benefits

An intensive diet and exercise program resulting in weight loss does not reduce cardiovascular events such as heart attack and stroke in people with longstanding type 2 diabetes, according to a study supported by the National Institutes of Health

The Look AHEAD (Action for Health in Diabetes) study tested whether a lifestyle intervention resulting in weight loss would reduce rates of heart disease, stroke, and cardiovascular-related deaths in overweight and obese people with type 2 diabetes, a group at increased risk for these events.

Researchers at 16 centers across the United States worked with 5,145 people, with half randomly assigned to receive an intensive lifestyle intervention and the other half to a general program of diabetes support and education. Both groups received routine medical care from their own health care providers.

Although the intervention did not reduce cardiovascular events, Look AHEAD has shown other important health benefits of the lifestyle intervention, including decreasing sleep apnea, reducing the need for diabetes medications, helping to maintain physical mobility, and improving quality of life. Previous Look AHEAD findings are available at www.lookaheadtrial.org.

?Look AHEAD found that people who are obese and have type 2 diabetes can lose weight and maintain their weight loss with a lifestyle intervention,? said Dr. Rena Wing, chair of the Look AHEAD study and professor of psychiatry and human behavior at Brown University. ?Although the study found weight loss had many positive health benefits for people with type 2 diabetes, the weight loss did not reduce the number of cardiovascular events.?

Data are currently being analyzed to fully understand the cardiovascular disease results. Investigators are preparing a report of the findings for a peer-reviewed publication.

One of the most cost-effective ways to improve the energy efficiency and comfort of your home is to seal and insulate the ?envelope? - outer walls, windows, doors and roof. Preventing the draft

Old, drafty windows and doors can account for home energy loss of up to 30 percent, according to the EPA, which means paying more in the winter to heat your home. How to encourage innovation | ***** - SelfImprovement.ch ...

I once sat in a committee whose job was to come up with great and innovative ideas for the organization. Very few ideas came to the table. Some good ones were proposed but they were shot down with criticism or died due to lack on enthusiasm. The ideas which were put forward by the committee were compromises and safe bets. Nothing revolutionary and nothing out of the ordinary.

Thanks to my experience with this committee, I began searching the Internet with a mission to find 10 great ideas which resulted from a committee of individuals. I failed to find a single one. Can you think of one which resulted from a committee or a brainstorming session? Great ideas come to individual minds. By definition, most great ideas are radically different from the norm and most people fail to appreciate their value. If great ideas weren't so radically different, many of us would already have had those ideas and it probably would be common sense for many of us. Another human characteristic that blocks innovation is that most of us tend to resist change. Thus a committee will most likely kill or discourage a great idea instead of nurturing and encouraging it.

The consensus is usually the lowest common denominator. It is more likely to be something most people can agree on but it is not likely to be something radically new, revolutionary or great. No wonder, great ideas have to be marketed to us. Someone had to work very hard and invest a lot of money to market the first telephones, automobiles, passenger flights, and smart phones.

Ideas come to individual minds and they are developed by an individual or a small group of dedicated individuals. They are not born in brainstorming sessions or committee of experts who have very different backgrounds and who hold divergent opinions and visions on what is important, great, and useful.

To encourage innovation, corporations should encourage employees to come forward with their ideas and perhaps even plans to implement them. The organization should then evaluate the potential benefits of realizing the idea against the estimated cost of developing the idea. If the idea is not too expensive to develop, can be realized mostly with existing corporate resources, promises benefits above the cost of development, and is in line with corporate goals and strategy, it should get a green light. It is not possible to properly evaluate whether an idea would succeed or fail until it is implemented and put to test in the market. Years ago, who would have thought that bottled water would sell more than coca cola. Common sense tells us that no one will pay for something they can get for free.

Suspect held after 'Molotov' blast at Va. mall

Police have a suspect in custody after a Molotov cocktail-type device was thrown in the Ballston Common Mall mid-day Thursday.

Around 12:10 p.m., a man dropped a 40-ounce beer bottle with a lit wick from the third floor of the mall down into the basement-level food court. The bottle shattered but didn't ignite. The man then fled the scene.

Police took a man matching the description into custody near the Court House Metro Station about 3:20 p.m. after someone reported he smelled like gasoline. A bomb technician inspected his belongings.

Authorities found three more bottles on the third floor of the mall. Both the FBI and the Bureau of Alcohol, Tobacco, Firearms and Explosives were assisting local authorities in the investigation.

A hazmat team cleared the scene and said the material in the bottle wasn't hazardous.

Police are working to determine the suspect's mental state and motive. He is being interviewed by local and federal authorities, including the joint terrorism task force. There is no word on his identity yet.

Witnesses said the substance smelled like gasoline, engine oil, or home heating oil News4's Derrick Ward reports. Police said it smelled like gasoline but they had not determined what it was.

The food court shut down, but mall customers weren't required to leave. However, the mall did not let in any new shoppers until about 5:30 p.m., Ward said.

Eastbound Wilson Boulevard was closed at N. Taylor Street for the investigation.

?The more disturbing part of the presentation was that the CARB staff was very excited about all of the data that can be collected from a car?s onboard computer. It?s not just about the smog.

CARB Board member Daniel Sperling suggested that drivers should be taxed on the smog they produce. ?Has there been any thought given to basic economic principles to just charge drivers for their emissions?? Sperling asked. ?Economists have talked about this for decades.?

This launched CARB staff members into a discussion with board members about the ?incentives? they?ve tried to impose for years to encourage people to get rid of older cars.

?I think that if we?ve had a hard time convincing the public of a carbon tax, not sure a tax is a good idea,? said CARB Board member James Balmes.?

SACRAMENTO ? The monthly meeting of the California Air Resources Board on Thursday was nothing more than a mutual admiration society and big tax-and-spend club. After board members shared esteem for one another and CARB staff, several members of the audience jumped in to grovel before the board, instead of showing fear of the omniscient state agency.

The self-congratulatory tone at the final board meeting before the November?California Cap-and-Trade Program Greenhouse Gas?Allowance Auction?should have been enough to make even the most hardened bureaucrat wince, but instead, the agenda did that.

Earlier in the week, the AB 32 Implementation Group delivered a letter to Gov. Jerry Brown advocating policies to achieve greenhouse gas emission reductions to meet AB 32 goals in a manner that will protect jobs and the economy.??They said they were disappointed that CARB has not made very necessary repairs to the Cap and Trade program before the November cap-and-trade auction of allowances, and asked Brown to step in to exercise his authority under AB 32.

Part of the self-congratulatory tone from CARB board members is because they have made it right up to the November Cap and Trade auction without having to address the concerns of the public, employers, taxpayers, manufacturers and other industries, who have begged them to stop the auction, or face more business closures, downsizings, and ?leakage? to other states.

The Legislative Analyst?s Office said the greenhouse gas auction of allowances is not necessary to achieve the mandates of AB 32, which is to reduce greenhouse gasses to 1990 levels by 2020. California is already showing greenhouse gas emissions reductions to 1992 levels. So many in business facing the very real prospective of having to buy expensive carbon credits just to keep doing business in the state are asking why the auction has to take place.

Windshield washer fluid, smog check program, and ?Clean truck month? were on the agenda Thursday. These issues sound innocuous enough, but not in the hands of the Air Resources Board.

Windshield Washer Fluid regs

In 1990, CARB authorized changes to windshield washer fluid to lower Volatile Organic Compound emissions from the fluid. Initially, they recognized that the changes to the washer fluid would render it useless in freezing temperatures, and allowed the old formula to continue being sold in parts of the state with the colder temperatures.

But over the years since 1990, the Air Resources Board altered the exempted areas, and again lowered the washer-fluid VOC emission requirements four or five times. Ultimately, the washer fluid in the freezing temperature areas was worthless and a safety hazard.

At Thursday?s CARB meeting, after months and months of studies and staff time, CARB had to relax the washer fluid standards so that people living and working in mountainous regions of the state in freezing temperatures could use a washer fluid that actually works and won?t cause crashes.

Smog check program

CARB, together with the Bureau of Automotive Repair, is proposing to change the Smog Check program from the tailpipe emission test, to testing with a car?s onboard computer for emission levels.

Anyone who drives an older car knows the uncomfortable feeling of holding your breath during the tailpipe smog check test, hoping and praying that the car passes.

CARB wants to change the test on cars manufactured in 2000 and newer, to plug in to the car?s computers and read the engine data. They say it will take about three minutes, instead of the 20 minute tailpipe test, and mechanics and technicians can?t cheat to get a passing score for the auto owner.

Cars 1999 and older will still receive the same tailpipe test.

CARB and the Bureau of Automotive Repair also plan to increase the fine for cheating from $2,500 to $5,000 on station owners and technicians. They propose to do this with expensive new computer equipment that stations and mechanics will have to use. And there is an application process with CARB and the automotive repair bureau for the stations which want to be a part of the new program.

But he was interrupted by CARB Director Mary Nichols before he could finish his thought. ?Hey, congratulations on getting ?carbon tax? back in the discussion,? she said.

Balmes pointed out that most of the poor drive older cars and a tax on emissions would unfairly hurt them.

The discussion led to how new technology would allow CARB to ?track emissions? from cars through the onboard computer. ?Nichols said that finding a way to monitor C02 would be a good project for a grad student.

CARB?s Clean truck month

Nichols then talked about how successful the new diesel regulations have been in forcing truck owners to replace their diesel engines with new ones at a cost of $50,000 to $60,000 each. Truck owner-operators who could not afford to do this have gone out of business.

However, the diesel regulations imposed by CARB were doctored, as I have written about extensively.?Even with this information, CARB forged ahead with the program and killed a great many small businesses.

CARB?s enforcement arm

CARB has now ?partnered? with law enforcement to ensure compliance. The California Highway Patrol has been ordered to pull truck drivers over to run tests on their engines to see if they are complying with CARB?s diesel regulations.

CARB calls this their ?full commitment to compliance.? There was a great deal of talk at the meeting about enforcement and penalties.

Last month, enforcement activities were conducted at CHP inspection stations, border crossings, truck stops, roadside locations, rest stops and port facilities.

Additionally, there was a well-coordinated media campaign orchestrated by CARB. Board members and staff bragged about the 37 news stories done by television news. They even showed clips of a few news stories. These were not public service announcements.

So now we have the California Air Resources Board writing the news, and compliant media reporting it as if it is spontaneous.

The CARB board meeting ended after discussing a resolution to the Cap and Trade program?to cap prices at the level of the price containment reserve.

Dorothy Rothrock, with the California Manufacturers and Technology Association, was the only audience member to speak out vehemently against CARB?s Cap and Trade program.??We are disappointed that CARB is moving forward without fixing the serious flaw of auctioning allowances to raise revenue in the cap and trade program,? she said. ?CARB?s plan to kill manufacturing jobs is not necessary to achieve AB 32 goals. There is still time before the auction for the board to make a firm commitment to provide free allowances for all the compliance periods between now and 2020.?

The?CMTA also explained on its?website:

?The Emissions Market Assessment Committee met in September and identified a few more issues that CARB should resolve before the first auction.? The EMAC economists said that CARB should define what constitutes ?resource shuffling? ? at this time electric power utilities and traders throughout the west do not know what is illegal ?resource shuffling? and what is normal power trading behavior.? Yet CARB?s regulation makes resource shuffling illegal and subject to penalties, also uncertain, starting in January 2013. This isn?t just an academic concern. EMAC said ?uncertain liabilities associated with imports to California could discourage, and therefore raise the cost of, power imports into the state.??

Many say that the price containment reserve will probably not protect companies from high prices, especially in the final years of the program. CMTA is concerned that California could have a market failure similar to the energy crisis of the 1970s, when prices skyrocketed and politicians stepped in to stop the market.

EMAC suggests the price containment reserve should ?be strengthened and clarified before market operations commence.?
